Professional biography

Narelle teaches Administrative Law and Canadian Administrative Law. Narelle joined Bond University after teaching at the University of Queensland and the National University of Samoa. Prior to those positions she was employed by the Australian Attorney-General's Department in the Administrative Law Branch and in the secretariat of the Administrative Law Review Council. Within the Attorney-General's Department she also worked on privacy, national uniform electronic transactions laws and national security.

Narelle was also an Executive Officer for the Migration and Refugee Review Tribunals. Narelle was formerly an Australian Diplomat, serving both in Australia and Malaysia. She was an Associate to the Hon. Justice Moore, formerly of the Federal Court of Australia and Vice-President of the Australian Industrial Relations Commission.

Research interests

I am interested in the impact of government decisions and their effect on individuals. I have a particular focus on administrative law and those institutions which review government decision-making (such as courts, tribunals and ombudsman).

Through my research I examine the 'broader contexts of law' and how to design effective, coherent and integrated oversight mechanisms. My research has a specific emphasis on tribunals, and this extends beyond administrative law and into sports law and other areas where tribunals are used to resolve disputes.

As a comparativist, I also seek to apply my research into other jurisdictions - to date this has included Pacific Island nations and Canada. 

As a Yuin woman, I have a deep personal commitment to research areas where the law impacts First Nations Peoples and to advocate for law reform.

Statement for HDR students

I am interested to offer supervision for HDR students in administrative law. Of specific interest is the impact of government decision-making and associated oversight mechanisms.

I would also be interested to discuss HDR topics in the broad field of public law.

Please note that I am available to act as a Primary Supervisor to LLM students, and as an Associate Supervisor to PhD students.
